Does anyone know who would be empowered to swear a witness in England?

The depo is via videoconference, the CR is on this side of the pond

The folks at the vc place in London are clueless!

There's a listing of notary publics in the UK.  They should know how to proceed.

When I went to London and did some depos, the (American) attorneys stipulated that I was empowered to swear in the (English) witness.  Not sure if that's an option for you.

But all parties, except the witness, are here in the US. I guess they could stipulate that the American reporter can swear, but we have some unusual notary rules here in Massachusetts.
