I agree with Sheena, Emilia. Every reporter seems to have their own preferences and personalities. It's best to "try before you buy" to make sure it's worth your time and theirs.
There really is no "fair" way to search for a scopist. I would suggest that you contact several scopists and ask them to scope a few pages of an unscoped transcript so that you can see the quality of their work before you risk anything by sending them a job. If you like what they've sent back, you can then move on to the rates discussion. It will save a lot of the trial and error that a lot of reporters feel they have to go through in searching for the right fit. It will take some initial time to look through the samples you receive back, but trust me, it's better to spend that time on a few pages rather than get a 100-page transcript back and have to rescope it because the scopist isn't up to par.
Ask for references and follow up with those references to see what they say about the scopist. Find out what training the scopist has and how long they've been scoping.
