Merchant Credit Card Account

Can anyone give me a little advice on which credit card merchant account is the safest to use? I have a client in UK who has a US issued credit card and they claim to be prohibited by their treasurer from using Paypal for payment. Thanks!

The problem lies with the quality of Paypal.  Google or Yahoo paypal complaints.  Paypal is used mostly for craislist and amazon - not real business.  There is a lot of opportunity for fraud.   There are a few paypal competitors which may be better suited for professional transactions.
