Does cross-reference always have a hyphen?

They are talking about cross-referencing real estate deeds.   Any help would be appreciated!!!

Thanks,

Paula

I can't think of any examples when it would not be hyphenated.  Certainly as a verb, it would be.

Thank you, Gwen!!
