Property tax appeal due to decline in value

Has anyone out there filled out one of these forms for either Orange County or LA County?

I'm trying to get it in before the end ofyear, but the OC form is kind of confusing me.

And if you haven't filled out one of these forms, you probably should, especially if you share ownership of your home w/a bank.
