Not sure if this will help, but when you get a chance, take a look at my article, "Dictionaries 'r' Us." In that article, I write about learning basic two-word phrases ... then I teach you how to put together a dictionary of Q&A extensions, based on those two-word phrases.
Couple that article with stuff you can pickup by perusing the Magnum Steno Club forum on here, and I think you'll be okay!

Actually, those are Stenomaster/Magnumsteno.com briefs, and they're GREAT!!
You can also add the "and" on the left with the SKP-.
Oh, and "What I mean" WHA*IM
and "when I just" WH*IJ
You can actually add the "and" with both those -- and lots more:
SKPWHA*IM "And what I mean"
SKPWH*IJ "and when I just"
Once you get these small, high-frequency words down pat, they all fit together REALLY nicely, and pretty soon they just become automatic. Once you get a few down pat, you move on to the next. Pretty soon you have the slowest hands in the room, but you are the fastest writer.
I use the same, but with an asterisk for each. *M on the right side is "mean" in phrases, *N is "know, and *J is "just" *NG is think, -RL is recall, -RM is remember -BL is believe, etc etc.
